Terms and conditions
These terms and conditions of use apply to the Helsinki Region Infoshare online service (hereinafter referred to as “the Service”) and the materials contained in the Service from 18 March 2011. By using the Service, you agree to be bound by these terms and conditions of use. Terms and conditions updated on 17.2.2015.
Description of the Service
The Service is provided by the cities of Espoo, Helsinki, Vantaa and Kauniainen (hereinafter referred to as “the Service Providers”).
The Service can be used for finding government information generated by the authorities in the Helsinki Region as open data.
The information provided is to be utilised according to the terms set out in the following section, entitled User Licence.
In addition to providing access to data material, the Service also makes it possible to participate in discussions.
User Licence
The Service includes information from several different sources: data material generated by public authorities and associated metadata, posts and comments written by users of the Service, and articles and other posts written by maintainers of the Service. As a general rule, all of these are subject to a broad user licence under the terms of the Creative Commons Attribution 4.0 International (CC BY 4.0) licence. Exceptions are set out separately for individual publications.
Data material
Ownership and intellectual property rights in the datasets included in the Service remain with the publisher of the relevant dataset.
As a general rule, users of the Service have a broad user licence in the datasets under the terms of the Creative Commons Attribution 4.0 International (CC BY 4.0) licence. The data material may be freely copied, disseminated, displayed and presented and used as part of other works. The data may be used for commercial and non-commercial purposes.
It is a condition of use that the publisher of the dataset must be attributed. This attribution must be deleted if so requested by the publisher of the dataset. The publisher of each dataset is indicated in each dataset.
The publisher of the dataset must not be attributed in any way that suggests that the publisher of the dataset or the Service endorses the user or the use of the data.
Licence terms concerning metadata for datasets are mentioned in the user licences for the relevant dataset. In some cases, user licence terms may differ from the above.
Discussion
Users of the Service may submit posts on web pages and may post comments in reply to posts submitted by other users. Users of the Service grant a free licence in their posts and comments under the terms of the licence.
If a user attaches an image to his/her post or comment, he/she must have ownership rights to that image. He/she must also have the consent of anyone depicted in the image to publish it on the internet. Users of the Service grant a free licence in their images under the terms of the licence.
Discussions must be courteous and must conform to Finnish law. Users are responsible for the posts and comments they submit.
No advertising of any kind is permitted in discussions.
If necessary, the Service Providers may edit posts and comments and remove posts that do not conform to the requirements to be courteous and conform to Finnish law or are otherwise inappropriate.
If users notice any posts that breach these terms and conditions of use, they are requested to notify the site maintainer of this.
Repeated breaches of these terms and conditions of use, or a single serious breach, may lead to temporary or permanent cancellation of the user’s licence to use the Service.
Application gallery
The showcased applications in the application gallery do not belong to the Service. The copyright belongs to the respective application owner(s). The Creative Commons Attribution 4.0 International licence does not apply to the applications. It is prohibited to copy, disseminate, edit or combine applications unless this has been permitted by the terms and conditions on the application page or by the owner of the application.
Other posts on the Service
Ownership and copyright in posts published by the Service Providers on the Service, such as articles and blog posts, remain the property of their authors. Users of the Service have a broad user licence in these posts under the terms of a licence.
Design and technical realisation of the Service, trade marks and logos
The technical realisation of the Service is freely available as open source code on Github. Copying the Service as such is prohibited. Trademark rights in trademarks and logos appearing on the Service are owned exclusively by their owners, and they may not be used without the express consent of the owner in writing. If other use of trademarks and logos is permitted, this is expressed along with the terms and conditions for the use, in connection with the said trademarks and logos.
Data protection
Users participating in discussions on the Service are requested to provide their email address and their name or username. This information will be stored in a register of users according to the Personal Data Act (Henkilötietolaki, 523/1999). Disclaimer of liability
The Service encompasses data material and metadata generated by public-sector organisations as well as posts and comments generated by users of the Service. The Service Providers are not liable for the accuracy of the information on the Service. Users of the Service use the datasets on the Service at their own risk. The Service Providers are not liable for any direct or indirect loss or damage resulting from the use of the datasets. The Service Providers are not liable for any loss or damage resulting from interruptions in the availability of the Service.
Any errors or omissions in the datasets or their metadata should be reported to the maintainer.
The ideas and opinions expressed in discussions are those of their writers. The Service Providers are not responsible for the content of these texts.
The Service Providers are not liable for any infringements of intellectual property rights or other rights by users of the Service or other third parties. Any suspected infringements should be reported to the maintainer hri [at] hel.fi, who will remove the infringing material from the Service if necessary.
Changes to these terms and conditions of use
The Service Providers are entitled to make unilateral changes to these terms and conditions of use. Such changes shall become effective when they are visible on the Service. The terms and conditions of use indicate the date when they were last modified.
Other terms and conditions
These terms and conditions and the Service are subject to Finnish law. Any disputes shall be settled by the Helsinki District Court.
